The maximum inherent damage mod linked to health is +15% damage when health is greater than 50%, or +20% damage when health is less than 50%.

Actually, my axe has a Damage +18% when health is below 50%

A 1x% always mod will come with a corresponding negative as well. Either -5 energy, -10 armor while attacking, -1 energy degen, -1 health degen. While there a few, very rare, always damage items, they are extremely expensive.

Yes I think they dropped in the early days when GW was still a Beta.
I don't think who has them is willing to sell them though, as they really don't need money

(and they would probably cost you over a million)

Those are from suffixes, not innate damage mods.

Yea I never understood why not...I mean I know it'd affect PvP like mad...making the warrior even more over powered but it just doesn't make much sense otherwise to not have it...I mean come on 20% vs PLANTS!!!

At most just make it not work in pvp or something.
